General information about FLERMONECA, EURECA process in CA

EU action: Forest and Biodiversity Governance Including Environmental Monitoring (FLERMONECA) is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the German forestry agency Hessen-Forst, the Austrian Environment Agency (UBA) and the Regional Environmental Centre for Central Asia (CAREC) in all five Central Asian countries.

FLERMONECA is the centrepiece of the regional Environment Programme for Central Asia (EURECA 2009), which encompasses 4 components:

• Central Asia enhanced regional cooperation on Environment and Water: WECOOP

• Forest and biodiversity governance, including environmental monitoring: FLERMONECA

• Partnership of water management and basin organisations in Central Asia: WMBOCA

• Environmental awareness raising: AWARE

The global objective of FLERMONECA is to promote the stability and security of the countries of Central Asia, to assist them in their pursuit of sustainable economic development and poverty reduction and to facilitate closer regional cooperation both within Central Asia and between Central Asia and the EU.

The specific objective is to enhance regional cooperation and partnership with Europe in the fields of forest and biodiversity governance, including environmental monitoring, through supporting the sustainable use and management of natural resources in Central Asia, by tackling issues such as climate change, forest governance (the FLEG process), ecological restoration and environmental data collection, exchange, monitoring and assessment.

FLERMONECA consists of three components:

Forest Law Enforcement and Governance in Central Asia (FLEG): GIZ together with the German forest agency – Landesbetrieb Hessen Forst – will promote the legal and sustainable forest management and utilisation practices that strengthen the rule of law, tackle the growing problem of illegal forest activities and enhances local livelihoods.

Ecological Restoration and Biodiversity Conservation in Central Asia (ERCA): GIZ will promote an active dialogue between the EU and Central Asia; demonstrate and disseminate ecosystem-based management approaches on regional, sub-regional and sub-national levels, support conservation and restoration of biological diversity in the region.

Environmental monitoring in Central Asia (MONECA): GIZ jointly with the Austrian Environment Agency (UBA) and Regional Environmental Centre for Central Asia (CAREC) will improve the environmental monitoring, reporting and data sharing in the Central Asian countries and in the region as a whole, and will contribute to strengthening links and partnerships between the respective Central Asian and EU institutions.
